Understand the product, application, specification, target quantity, delivery window, and reason for sourcing. Separate a live requirement from general market research or an early forecast.

Identify the day-to-day contact, technical reviewers, commercial decision-maker, contracting entity, and approval steps. Ask what evidence each participant needs.
